STF will use a structured management system for the assignment, monitoring, review, support and control of work performed by the subcontractors who will be our team members on any contract resulting from this proposal. Our Quality Assurance and Monitoring Program is based on ISO 9001 requirements. This management system, which is based on open lines of communications between program and customer representatives, has proven effective on our other contracts and, in its present state, meets the highest standards for sound management practices. This system is particularly effective because of the means by which STF interfaces and communicates with the subcontractor management, contractual, and technical staff. The highlights of these interfaces and communications channels include the following:
Technical Oversight - Subcontractor work effort will be subject to continual review and will facilitate a high degree of STF control relative to tasking, validation, scheduling, and submission of deliverables. This approach precludes the possibility of subcontractor technical, cost and/or schedule risks remaining undetected. Team reviews are planned on a monthly basis with the program management team to ensure that the applicable requirements of the contract and individual task orders are met. These reviews will include technical assessments, problem/corrective action summaries, cost/schedule status and summary plans for work to be performed in the next reporting period and will facilitate STF?s control and accountability for its subcontractor efforts. The STF contractual representative will participate in these reviews to facilitate open communication with the Navy on key issues.
Quality Surveillance - STF will implement its quality program of all products produced under this contract. We will place particular emphasis on the total program staff at regular intervals, program reviews, and major milestones. STF?s team members have provided their commitment to a quality plan for this contract that specifies the type, frequency, and scope of quality assurance surveillance as well as the tools, procedures, and documentation associated with quality surveillance activities. The STF staff has complete access to technical records of the subcontractors and has the authority to direct increased emphasis on quality by the subcontractor.
Cost and Schedule Surveillance - STF will monitor subcontractor cost and schedule performance on a monthly basis by requiring monthly status and financial reporting by each subcontractor. The cost and schedule surveillance efforts will also be performed at periodic internal program reviews. STF has the tools and the infrastructure in place to ensure quality subcontract management. We have assembled a team of carefully selected companies that will complement our staff and ensure a strong response to the Navy?s present and future needs. Each of the companies is well respected in their fields of expertise and each emphasizes quality and successful completion of contracts. The companies are staffed with outstanding scientific and engineering talent, are dedicated to the Navy?s mission, and have made a commitment to this program?s successful performance and completion.
